A new Cycling Action Plan for Scotland
A Cycling Action Plan for Scotland (CAPS) will be developed over the coming year, with the goal of getting more people to cycle more often.
At the Cycling Scotland Conference last November, Transport Minister Stewart Stevenson backed delegates’ call for the development of such a plan. This is an exciting opportunity for Scotland to provide greater focus for and co-ordination of the delivery of policies that will encourage more cycle use.

CAPS Board
In collaboration with key stakeholders, a CAPS Board, chaired by Cycling Scotland Chief Executive Erl Wilkie, has been set up to agree a programme for the next 12 months. The Board members (listed below) have been approached for their expertise on cycling issues and to represent as many key interests as possible.
The Board has agreed a bottom-up approach to develop the CAPS, the key elements of which will be:
Public participation in setting the CAPS aims and objectives;
Public and political support; and
Ownership of the Actions by key delivery partners.
