National Assessment 2007
Cycling Scotland is currently carrying out the second National Assessment of cycling policy, strategy and delivery. It is anticipated that the resulting report will be published in the spring of 2008.
The purpose of the study is to encourage an organisational culture that ensures cycling becomes a realistic travel and leisure choice for the travelling public.
The study builds on the assessment of local authorities carried out during 2004/05, however will have a broader remit than that first report, incorporating Regional Transport Partnerships, Transport Scotland and the Scottish Government.
The broad aims are to:
Compare current Local Authority performance against the base level (2004)
In 2004/05 each Authority was scored on the basis of their work across a range of criteria, and given a number of recommendations to improve their rating. The 2007 study will re-visit this process and examine any changes.
Utilise the new transport delivery structure
As well as working with Local Authorities, Cycling Scotland must consider the impact that the new national and regional structure will have. Working with all relevant bodies, we will recommend ways in which the structure can most effectively deliver the necessary improvements for cycling.
Catalyse improvements in working practices
In order to deliver the environment in which cycling can flourish, Cycling Scotland must play a leading role. We will identify ways in which we can work with Local Authorities to create this environment, and will make commitments to deliver in those areas.
